There’s an entire phase of catch up raid coming in a few months. If you start now, you can get to max level and make some gold of do some P1 and P2 content until P4 hits. Go for Silvermoon/Ravencrest. Basically having the most people on your faction on the server is the most important. Advantages are that you get more guilds, more people in cities and trade chat, and a healthy economy (though that is not faction-specific).
